The Steam Store is currently experiencing heavy load due to the start of the Steam Summer Sale 2017. During the sale many games will be discounted for a short period of time.

Steam users started to experience issues at around 17:00 PM GMT on Thursday June 22, 2017, which is exactly when the sale was supposed to start as reported on yesterday.

The server outage only affects the Steam store itself, preventing users from purchasing titles. All other Steam services, such as chat and community, are still available.
